Item Open Access Bürgerbeteiligung an der Kommunalpolitik(1989) Gabriel, Oscar W.Die empirische Forschung liefert keine überzeugenden Argumente für die These, eine Ausweitung der Beteiligungsrechte der Bevölkerung schwäche letztlich die Funktionsfähigkeit der lokalen Demokratie. Allerdings ist es angesichts der relativ niedrigen Beteiligungsrate auch schwer, die entgegengesetzte Position überzeugend zu belegen. Dennoch scheinen im Lichte der neueren Forschung die grundsätzlichen Vorbehalte gegen eine Verstärkung der Elemente direkter Demokratie in der Bundesrepublik nicht mehr überzeugend. Sie beruhen im wesentlichen auf den Erfahrungen mit dem Volksbegehren und dem Volksentscheid in der Weimarer Republik und berücksichtigen nicht ausreichend die seither eingetretenen gesellschaftlichen, kulturellen und politischen Veränderungen. Gerade im lokalen Bereich bietet es sich an, neue Formen politischer Willensbildung zu erproben und die damit gemachten Erfahrungen für Reformdiskussionen auf der nationalen Ebene des politischen Systems zu nutzen.Item Open Access Bemessungen von Befestigungen in Beton mit Teilsicherheitsbeiwerten(1989) Eligehausen, RolfEs werden das Sicherheitskonzept bei Anwendung von Teilsicherheitsbeiwerten und ein verbessertes Konzept für die Bemessung von Befestigungen mit Spreiz- und Hinterschnittdübeln sowie Kopfbolzen erläutert. Da in diesem neuen Konzept die zulässige Belastung von Befestigungselementen bei konstanter Tragfähigkeit im Versuch je nach Anwendungsfall variieren kann, wird vorgeschlagen, als Lastklasse die charakteristische Betonausbruchlast in Abhängigkeit von den Nennwerten der Verankerungstiefe festzulegen. Die Tragfähigkeiten in den einzelnen Lastklassen betragen etwa das 3,3fache der bisherigen Werte.Item Open Access Gap junctions: correlated electrophysiological recordings and ultrastructural analysis by fast freezing and freeze-fracturing(1989) Hülser, Dieter F.; Paschke, Dietmar; Greule, JoachimThe effect of glutardialdehyde on the dynamic organization of gap junctions cannot only be seen by electrophysiological measurements where the uncoupling of cells occurs within 3 min, but also by freeze fracturing the cells. Gap junctions from unfixed cells rapidly frozen by dipping into liquid propane appear polymorphic; loosely packed and clustered plaques are found, as well as tightly packed aggregates, which are mainly found in fixed preparations. Whether these different structures correspond with different functional states, or whether they depend on the local configuration of the contacting membranes is difficult to decide. The presented results, however, support the idea of active (coupling competent) gap junctions with loosely packed channels and nonactive (permanently closed) gap junctions where the channels are tightly packed.Item Open Access Medical waste : risk perception and communication(1989) Renn, Ortwin; Covello, Vincent T.Risk communication, as it relates to medical waste, can be defined as any purposeful exchange of information between interested parties about the health or environmental risks of medical waste. A major prerequisite for successful communication about the risks of medical waste is trust and credibility. If people do not trust the source of the message or distrust the organization that delivers the message, the communication effort is unlikely to succeed.Item Open Access Item Open Access Defects in quasicrystals(1989) Bohsung, Jörg; Trebin, Hans-RainerThere are several incentives to identify the analogues of dislocations and disclinations in quasicrystals. Penrose patterns are two-dimensional systems, and according to phase space counting fluctuations of the atomic displacements are so strong that exact long-range order is reduced to quasi-longrange order just as in periodic crystals. The necessity of higher dimensions is motivated in Section 2 both in a continuum model and a microscopic model. In Section 3, dislocations and disclinations are constructed via the Volterra process in the hypercubic lattices. Suitable projection proves, that the singularities are not only accompanied by deformations in real space ("phonon strain"), but also by deformations in phase space ("phason strain"). In the microscopic model the phason strain manifests itself in the form of exceptional vertices, called mistakes. Thus disclinations and dislocations are accompanied by clouds of mistakes and become "dressed" like polarons. Also in Section 3 methods of algebraic topology are applied to the classification of singularities in quasiperiodic systems. It is ascertained that disclination dipoles are equivalent to single dislocations. Finally, dislocation motion is demonstrated by the example of a dislocation dipole, whose constituents slowly move apart.Item Open Access Air quality standards and regulatory styles in West Germany and the United States of America(1989) Bauman, Eric Hans; Renn, OrtwinA comparative analysis of air quality standard-setting in the Federal Republic of Germany (FRG) and the United States of America (USA) suggests that the environmental regulatory processes have been significantly influenced by different cultural traditions and legal requirements. Though isolated regulatory strategies have been transferred (e.g., use of emission "bubbles"), the potential for transferring attractive elements of each country's regulatory approach will be limited. However, the authors found that the transfer of regulatory, scientific and technological information between the US and the FRG appear to have had the greatest impacts on the regulatory processes in each of the two countries.The results of this study also suggest that public and private sector policy makers will increasingly find it necessary to track the results of regulatory activities, as well as technological innovations, in other countries in order to forecast and influence potential regulatory or legislative actions.Item Open Access Item Open Access Wertwandel im Spannungsfeld von Medieneliten, politischen Eliten und Wählerschaft(1989) Gabriel, Oscar W.Die durch die Elitestudie belegte große Übereinstimmung in den Wertpräferenzen und Zielvorstellungen der Medieneliten und der politischen Führungsgruppen macht eine gegen die etablierte politische Führung sich vollziehende Propagierung postmaterialistischer Werte durch die Massenmedien in hohem Maße unwahrscheinlich. Wenn die Medienberichterstattung den Wertvorstellungen der Medieneliten entspricht - was empirisch zu klären wäre -, dann vermitteln die Massenmedien der Bevölkerung im wesentlichen diejenigen Werte, die auch die politischen Führungsgruppen propagieren. Sie scheinen im Wettbewerb zwischen den Führungsgruppen eher eine vermittelnde Funktion als eine Vorreiterrolle bezüglich der Durchsetzung alternativ postmaterialistischer Ziele wahrzunehmen.Item Open Access A fracture mechanics based description of the pull-out behavior of headed studs embedded in concrete(1989) Eligehausen, Rolf; Sawade, GottfriedAccording to the experiments the behavior of headed studs embedded in a large concrete block and loaded in tension with the support reactions relatively far away from the anchor is controlled by stable growth of the circumferential failure crack up to maximum load. Just before reaching maximum load the area of cracked concrete is only some 25% to 30% of the whole surface of the fracture cone, which is mainly formed in the descending part of the large embedment depth loaddisplacement curve the load transferred in the cracked area is relatively small compared to the total load.
