    Air pollution control strategies : a comparative analysis for Poland and the Federal Republic of Germany

    The study has four main objectives, namely: - to describe and compare the energy and environmental situation in Poland and in the FRG, - to develop and compare energy-environment models for Poland and for the FRG, - to elaborate emission control strategies for the next twenty years for Poland and for the FRG, - to perform a comparative analysis. The study refers to two countries being very different in many aspects. Different levels of development and a different economic system are basic causes of differences concerning the way in which energy is used.

    Cost-effectiveness analysis of air-pollution control measures

    We describe a strategy for dealing with the challenges of air pollution and climate change capable of adaptation to improved scientific knowledge in the future. The analytical framework for identifying efficient control strategies is described and selected results of cost-effective methods to control SO2, NOx and CO2 emissions are discussed.

    Cost-effectiveness analysis: the key for the identification of efficient response strategies to the climate issue : conceptual approach and modelling tools

    Any reduction of greenhouse gases, particularly of carbon dioxid, to climatologically acceptable levels implies fundamental structural changes within the energy system. In the wake of drastic environment driven changes the need for effective and economically viable control strategies is evident. The paper argues that "cost-effectiveness analysis" is the appropriate point of departure for the identification of efficient response strategies. The approach and available analytical tools are outlined and the limitations are discussed. Preliminary results of a case study for the F.R.G. are presented.

    Referenzszenario des Energiebedarfs und der Emissionen energiebedingter klimarelevanter Spurengase bis zum Jahr 2050 für die Bundesrepublik Deutschland ohne wesentliche Eingriffe aufgrund des Treibhauseffektes : Studie D.1.b und D.2.b

    Die Fragen, die im Studienkomplex D zu beantworten sind, betreffen vor allem die Entwicklung der Determinanten des Energieverbrauchs und die technisch-ökonomische Entwicklung der Energieversorgung ohne Eingriffe aufgrund des Klimaeffektes. Da verschiedene CO-arme Technologien auch ohne solche Eingriffe die Schwelle zur Wirtschaftlichkeit bis zum Jahre 2050 überschreiten werden, ist es notwendig, den autonomen technischen Fortschritt zu quantifizieren und im Referenzszenario zu berücksichtigen. Fragen, die dabei eine große Rolle spielen, sind: - Wie entwickeln sich die Nutzungsgrade der konventionellen Energieerzeugungsanlagen? - Wie entwickeln sich die Energiegestehungskosten der verschiedenen Optionen? - Welche Einsparpotentiale werden bei der Energienutzung realisiert?
