Item Open Access The great lakes clean-up program : a role model for international cooperation?(1991) Renn, Ortwin; Finson, RachelThis report explores the possibilities of transferring organizational and procedural structures of The Great Lakes water quality policies to other regions with similar environmental problems. Exploratory in nature, this report describes the policy making process regarding the Great Lakes, summarizes the viewpoints of various policy actors, and attempts to draw some general conclusions about the policy process and its transferability . The data for this report was compiled from three different sources, official documents and other literature, telephone interviews with key actors, and personal interviews with several actors involved.Item Open Access Energiesituation - Impuls für den technischen Fortschritt(1981) Renn, OrtwinDer Begriff des Fortschritts hat einen Bedeutungswandel erlebt. Assoziierte man früher mit diesem Terminus die ständige Weiterentwicklung der Menschheit zu besseren Lebensbedingungen hin, so wird heute der Fortschritt meist in Zusammenhang mit zunehmender Umweltbelastung, menschlicher Entfremdung und Wachstumskrise gebracht. ln diesem Wertekonflikt kommt der Energieversorgung besondere Bedeutung zu. Auf der einen Seite versuchen die Kritiker der Wachstumsgesellschaft die brennende Energieproblematik durch Energiesparen, also durch die Beeinflussung der Nachfrageseite, lösbar zu machen. Auf der anderen Seite sehen die Wachstumsbefürworter die Antwort auf die Energieproblematik in einer Ausweitung der Angebotsmöglichkeiten einschließlich Kernenergie und Sonnenenergie. Für den Erhalt des lndustriesystems, aber auch zur Durchführung der notwendigen Verbesserungen, ist eine ausreichende und zuverlässige Energieversorgung unerläßlich. Aus diesem Grunde erscheint es ratsam, sowohl den Weg der möglichst rationellen Energieverwendung, sprich Einsparung, als auch den Pfad der Angebotsausweitung gleichzeitig zu verfolgen.Item Open Access Risk perception and risk management(1989) Renn, OrtwinWhile experts confine the term risk to a combination of magnitude and probability of adverse effects, laypersons associate with risk a variety of criteria, such as voluntariness, possibility of personal control, familiarity, and others. The better our knowledge about the risk perception processes, the more we are able to improve our risk management skills. Responsive and rational approaches to risk management should include the results of risk perception studies in two ways: First, management has to address the concerns of the affected public and find policiy options that reflect these concerns; secondly, risk reduction or mitigaton should be tailored towards the goal of meeting not only the risk minimization objective but also the implicit criteria of risk characteristics that matter to the public. If these criteria are in conflict with each other, tradeoffs have to be made and justified through legitimate instruments of conflict resolution. Risk perception studies can help to identify public concerns and shape the arena for conflict resolution. In addition, risk perception studies offer valuable insights for designing and implementing risk communication programs.Item Open Access Risk perception : a systematic review of concepts and research results(1986) Renn, OrtwinThe aim of this paper was to review the state of the art in the field of risk perception with specific emphasis on European studies. As in any review a selection has had to be made with respect to the concepts, the analytical frameworks, and the empirical results reported. Risk perception is a complex phenomenon that requires more investigations on a multidisciplinary scientific level. For the purpose of risk management it is essential to understand the structure of perception and to recognize the concerns that underlie the overt resistance against modern technologies that impose risks on the public.Item Open Access Attitudes towards nuclear power: a comparison between three nations(1984) Swaton, Elisabeth; Renn, OrtwinThe attitudes toward the use of nuclear energy of three student samples of roughly equal size (N=150) from FR Germany, Japan and the Philippines were elicited and compared by means of a questionnaire. Concerning their overall attitudinal positions the Japanese students were predominantly in favour of nuclear energy, the German students were less unanimous while the Philippine students showed the most anti-nuclear resentment. These positions were equally influenced by considerations about benefits and risks; whereas the awareness of risks associated to the use of nuclear energy seems to prevail in all three samples, favourable or unfavourable attitudes are predominantly based on the acceptance or denial of perceived benefits. However, agreement about particular risks or benefits was found to be much stronger within each national level than among proponents and opponents of nuclear energy of the combined sample. In addition, the relevance of the issues presented in the questionnaire for the debate about nuclear energy was demonstrated.
