Der institutionelle Trialismus auf der administrativen Mittelinstanz : das Spannungsverhältnis zwischen Regierungspräsidium Stuttgart, Verband Region Stuttgart und den Landkreisen

Abstract

Bei der Arbeit handelt es sich um einen spieltheoretische Analayse des zukünftigen institutionellen Entwicklungsprozesses der Behördenstruktur auf der administrativen Mittelinstanz der Region Stuttgart. Das Spannungsfeld zwischen Regierungspräsidum, Verband Region Stuttgart und den Landkreisen wird mittels der Darstellung der gesetzlich normierten Konfliktlinie hinsichtlich der Raumplanung skizziert. Eine empirische Untersuchung unter den political playern der Region Stuttgart bildet die Basis für die spieltheoretische Betrachtung der institutionellen Entwicklungsalternativen. Die Dominanz der individuellen Handlungspräferenzen verhindert letzlich eine Entwicklung hin zu einer pareto-optimalen Behördenstruktur. Die adminsitraive Ausgestaltung der Mittelinstanz in der Region Stuttgart wird deshalb bei gleichbleibenden Rahmenbedingungen auf Dauer Bestand haben. Eine Weiterentwicklung hin zu einem Regionalkreis oder einer Oberbehörde neuen Typs wird es, wenigstens mittelfristig, nicht geben.

The discussion of reforming the public adminsitration in Germany is concentrating on the administrative level between the communal level and the ministries. Especially in the region of Stuttgart the density of state -adminsitration is very high. The topic of this dissertation is focusing of the following question: is there a better and more effective structure on the middle administration level and is it possible that this structure will be a resolve of the actual policy-process? A survey beneath the main political players in the region of Stuttgart shows the establishing priorities of the administrative alternatives in the region. The result is that there will be no other structure than the status quo because the individual exceptions are preventing a positiv development of the administrative mid-level.
